About this opportunity

The State of Florida Department of Transportation (FDOT) District Six is seeking a single-source procurement for Coral Acceptance and Relocation services in Monroe County, Florida. The primary objective is to outplant or transport corals to approved nursery/propagation and gene banking facilities under specific permits from the Florida Keys National Marine Fisheries Service (FKNMS) and Florida Fish and Wildlife Conservation Commission (FWC). Mote Marine Laboratory has been identified as the sole vendor capable of meeting the project requirements, with the capability to accept and manage the full inventory of corals proposed for relocation. The procurement involves a comprehensive coral relocation initiative, with key deliverables including the safe transport and preservation of coral specimens. The solicitation was posted on May 8, 2025, with a critical deadline for vendor information submission set for May 15, 2025, at 11:00 a.m. EST. Vendors must submit their information via email to D6.purch@dot.state.fl.us or the designated mailing address.

Participation in this procurement is restricted to vendors registered in the State of Florida's MyFloridaMarketplace system, with out-of-state corporations required to be authorized to do business in Florida. All bidders must obtain proper licensing from the Florida Department of Business and Professional Regulation if their business requires specific professional credentials. The contract is a single-source procurement with an estimated value of $500,000.00, structured at a rate of $1.00 per square centimeter of live coral tissue delivered to Mote Marine Laboratory. FDOT conducted outreach to eight different potential vendors, including colleges and state agencies, but Mote Marine Laboratory was the only entity possessing the required permits and capacity to accept the entire coral inventory. The procurement emphasizes environmental sustainability and cost-efficiency by consolidating the coral relocation efforts with a single, qualified entity. The contract term is anticipated to be three years, providing a comprehensive approach to coral preservation and relocation in the Florida Keys region.
