About this opportunity
The Colorado Department of Corrections is issuing RFI 27-009 for an Entertainment & Information Delivery System serving 19 correctional facilities statewide, with RFI responses due August 21, 2026 at 4:00 p.m. MST. This is market research only; no award will result from RFI responses, but it precedes a formal procurement.
CDOC seeks to modernize the legacy satellite-based distribution system currently serving approximately 16,500 inmates across the state. The current environment consists of analog RF distribution infrastructure with coaxial cabling originally installed in the 1980s or 1990s, delivering approximately 30 linear television channels. CDOC is exploring various delivery models including IPTV systems, hybrid fiber-coax, streaming and video-on-demand platforms, and wireless tablet integration.
The replacement system must maintain 99.9 percent uptime excluding scheduled maintenance, support 100 percent concurrent usage without service degradation, achieve video start times under 2 seconds, and include strict white-list security capabilities with remote disable functionality during emergencies. Vendors must provide all necessary infrastructure, network connectivity, hardware, and cabling; CDOC will supply no existing resources.
RFI responses should address technical architecture, content acquisition, inmate tablet integration, security measures, cost models, and repair and support services. Submission of pricing information is optional. Written inquiries are due August 11, 2026 at 2:00 p.m. MST, with responses estimated for August 14, 2026.
All RFI responses are confidential until after an award based on a subsequent solicitation is made or the state determines not to pursue further procurement. Respondents must complete a non-conflict of interest certification confirming compliance with Colorado Revised Statutes sections 18-8-302, 18-8-306, 18-8-301, and 18-8-308 and adherence to the State of Colorado State Controller Policy on Procurement Conflicts of Interest.
