About this file
This Request for Information (RFI) is issued by the Colorado Department of Corrections (CDOC) to conduct market research on modernizing the statewide correctional entertainment and information delivery system. The RFI seeks information on scalable, secure, and cost-effective alternatives to replace the legacy satellite-based distribution system currently serving approximately 19 facilities with 16,500 inmates statewide. Vendors are requested to submit responses addressing technical architecture, content acquisition, inmate tablet integration, security measures, cost models, and repair and support services. The written inquiries deadline is August 11, 2026 at 2:00 PM Mountain Standard Time, with responses to inquiries estimated for August 14, 2026. The RFI response submission deadline is August 21, 2026 at 4:00 PM MST. Responses must be submitted electronically via bidnetdirect.com/cdoc with the subject line identifying the respondent and RFI number. This is market research only; no award will result from responses to this RFI.
The current environment consists of analog RF distribution infrastructure utilizing coaxial cabling (RG-6/RG-11/RG-59) originally installed in the 1980s or 1990s, delivering approximately 30 linear television channels. CDOC is exploring various delivery models including IPTV systems, hybrid fiber-coax, streaming and video-on-demand platforms, and wireless tablet integration. The system must maintain 99.9 percent uptime excluding scheduled maintenance, support 100 percent concurrent usage without service degradation, achieve video start times under 2 seconds, and include strict white-list security capabilities with remote disable functionality during emergencies. Vendors are responsible for providing all necessary infrastructure, network connectivity, hardware, and cabling, as CDOC will supply no existing resources. Submission of pricing information is optional. All responses are confidential until after an award based on a subsequent solicitation is made or the state determines not to pursue further procurement.

INTRODUCTION
On behalf of the State of Colorado, Colorado Department of Corrections, Division of Colorado Correctional Industries is issuing this RFI for the purposes of collecting information and researching the available Modernization of Inmate Television and entertainment systems.
BACKGROUND, OVERVIEWS AND GOALS
i. The CDOC currently operates a legacy satellite-based distribution system providing approximately 30 channels to multiple correctional facilities statewide. The system is approaching end-of-life. The goal of this RFI is to identify scalable, secure, and cost-effective alternatives that can provide enhanced entertainment, educational, and rehabilitative content to the incarcerated population.
ii. Current Environment:
a. Infrastructure: Satellite downlinks at individual facilities feeding into an analog
RF distribution network. Vendors are responsible for providing all necessary infrastructure (including, but not limited to, network connectivity, hardware, and cabling) required for their solution to function. The CDOC will not supply any infrastructure or resources for this system.
b. Reach: Multiple facilities statewide (approximately 19 with approximately 16,500 inmates), ranging from minimum to maximum security.
c. Content: Approximately 30 channels of linear television.
d. Hardware: Existing Coaxial (RG-6/RG-11/RG-59, analog amplifiers, splitters, combiners, modulators) infrastructure exists in facilities.
