About this opportunity
The County of Santa Clara Technology Services and Solutions Department is soliciting proposals for an Enterprise Translation Management System utilizing artificial intelligence to translate web content on the County's public portal websites, with proposals due August 28, 2026. The solution must be accessible to the County's contracted Language Service Provider and include professional services for implementation, configuration, and LSP integration — a turnkey delivery model that eliminates the need for separate third-party vendor contracts.
The scope spans software, services, training, and ongoing support over an initial five-year term. The County expects the awarded contractor to deliver the complete solution including all supporting software, licensing, and interface development, with sub-contractors permitted under a primary proposer. The solution must support comprehensive localization workflows and efficient multilingual-content management across the County's digital properties.
Compliance requirements include HIPAA, Federal Risk and Authorization Management Program standards, and Americans with Disabilities Act accessibility. As of April 26, 2027, all web content and applications must meet specified accessibility standards.
This RFP may result in a single award. The contract term is five years unless terminated earlier or amended. No specific contract value is disclosed in the source material provided.
Opportunity text
The County of Santa Clara ("County" or "SCC") Technology Services and Solutions ("TSS") Department is seeking proposals for a comprehensive Translation Management System ("TMS" or "solution") that utilizes artificial intelligence (AI) to translate web content published on the County's Public Portal websites. In addition to a robust TMS, the solution must (A) be accessible and useable by the County's contracted Language Service Provider ("LSP") to ensure high-quality translation services, comprehensive localization workflows, and efficient management of multilingual content; and (B) include the associated professional services required for the implementation and/or configuration of the selected solution, including support for integrating with an LSP.The County is seeking proposals that offer a turnkey, configurable solution consisting of all software, services, training, and on-going support required to fully implement and maintain the solution over a period of five or more years. Solutions may be submitted by a primary proposer supported by or partnered with sub-contractors. Solutions should not obligate the County to manage additional contracts with 3rd-party vendors. Therefore, if the solution includes the use of 3rd party software to support the application, the County expects the awarded Contractor to deliver its final solution, including all supporting software, licensing and interface development. This RFP may result in a single award. It is the County's intent to award a contract with an initial term of 5 years, unless terminated earlier or otherwise amended. The proposed solution must adhere to federal, state, and local laws and regulations, including the Health Insurance Portability and Accountability Act of 1996 (HIPAA), Federal Risk and Authorization Management Program ("FedRAMP") standards, and the Americans with Disabilities Act of 1990 ("ADA"). Proposers must also ensure that, as of April 26, 2027, any web content and/or web or mobile applications developed by the Proposer on behalf of the County for use by the public will comply with the Level A and Level AA success criteria and conformance requirements specified in the 2018 or a later-published version of the Web Content Accessibility Guidelines 2.1.
