About this opportunity
Cooperative Insurance Services (CIS), a public entity risk pool serving Oregon cities and counties, is requesting proposals for enterprise risk management and capital modeling services, with proposals due July 13, 2026 at 5:00 p.m. (PT).
The scope requires identification and quantification of key financial risks (reserving, underwriting, asset/credit, and operational) across property, liability, and workers' compensation programs and two employee benefits trusts; construction of risk capital target ranges; development of risk heat maps; sensitivity analysis under alternative risk profiles; and comparison to prior studies. Deliverables include a written report, an Excel factor model for updating risk capital targets for each trust fund, management and board presentation meetings, and a presentation at the CIS Board Retreat on December 16–18, 2026 in Wilsonville, Oregon. All proposers must be authorized to do business in Oregon and in their local jurisdiction.
The selected contractor must carry Comprehensive General Liability insurance of not less than $2 million per occurrence and Automobile Liability of not less than $1 million per accident, maintain independent contractor status, and operate under Oregon law with Marion County venue for disputes. Mutual indemnification is mandatory.
Evaluation criteria include proposal quality and understanding of CIS requirements, financial qualifications, experience with similar projects and organizations, finalist presentation performance, references, contract provisions, and any exceptions or deviations to RFP terms.
Questions are due June 29, 2026 at 5:00 p.m. (PT). Finalist interviews are scheduled for July 27–31, 2026, with anticipated contract award on August 21, 2026 and an effective date of August 24, 2026. Proposals remain irrevocable for 90 days following the submission deadline. Submit proposals electronically to Eric Yahnke, Chief Financial Officer, at eyahnke@cisoregon.org.
