About this opportunity
The E-470 Public Highway Authority, a 47-mile community-owned tollway around Denver's eastern edge governed by eight voting member jurisdictions (Adams, Arapahoe, and Douglas counties; Aurora, Brighton, Commerce City, Thornton, and Parker municipalities), is requesting proposals for an Enterprise Resource Planning replacement project with proposals due September 30, 2026 at 3:00 p.m. Mountain Time and a pre-proposal meeting on September 10, 2026 at 11:00 a.m. via Microsoft Teams.
The scope covers software, implementation services, project management, system design, configuration, testing, deployment, training, knowledge transfer, and post-production support to replace and modernize core applications supporting finance, budget, procurement, capital assets, vendor billing, treasury, human resources, time entry, reporting, and organizational change management. The Authority currently operates Great Plains ERP, NeoGov for human capital management, outsourced ADP payroll services, and multiple third-party systems with Excel spreadsheets; the selected proposer must demonstrate experience implementing integrated ERP software for public sector organizations and address process standardization, internal controls, reporting, and long-term system sustainability.
The Authority has allocated up to $1.4 million for implementation costs and up to $240,000 for annual software fees, with pricing evaluated using tiered rubrics that reward lower costs. The anticipated contract term is seven years plus three optional one-year extensions, with implementation starting in January 2027. The Authority operates on a 2026 annual operating budget of $99.6 million, a capital budget of $126.3 million, and employs approximately 100 full-time equivalent employees.
Evaluation criteria are proposer experience and qualifications (5 points), functional requirements response (30 points), technical and system capabilities (20 points), implementation approach (30 points), and price proposal (15 points). Questions are due September 18, 2026 at 5:00 p.m. Short-listed proposers will advance to software demonstrations and implementation interviews scheduled between October 26 and November 3, 2026, with contract award anticipated by December 2026.
