About this opportunity
The Teacher Retirement System of Texas (TRS) is requesting proposals for an enterprise fraud detection and monitoring platform addressing procurement, pension, and paper fraud across TRS operations, with proposals due November 20, 2026 at 3 p.m. CST. Respondents may submit a single comprehensive proposal covering all three scopes of work or separate proposals for individual scopes; for the Paper Fraud solution, proposers may offer consulting and expert advisory services only or combined with a technology solution.
Mandatory qualifications require demonstrated experience delivering or consulting on at least one fraud solution in highly regulated environments (state or federal government, public pension systems, financial services, healthcare, or insurance) with documented knowledge of data privacy, security requirements, auditability, and compliance controls. Except for those proposing consulting services only under Paper Fraud, respondents must provide written compliance with SOC 2, ISO 27001, or equivalent industry-standard security practices supported by third-party verification.
The contract term is two years from the effective date with four optional one-year renewal terms; no price escalation is permitted on renewal terms. All services are anticipated to be performed remotely; any required travel must receive prior written TRS approval and will be reimbursed at direct cost only. Respondents must propose fully loaded, firm, fixed prices or hourly rates inclusive of all performance costs, with line-item pricing for optional features.
Evaluation criteria weight past performance at 5%, business functions at 40%, implementation and change management at 10%, technical solution at 25%, key personnel at 5%, pricing at 10%, and single-platform capability at 5%. TRS reserves the right to make no award, a single award, or multiple awards and is not obligated to award contracts for all three scopes of work.
A non-mandatory pre-proposal conference is scheduled for October 21, 2026 via Microsoft Teams. Questions are due October 23, 2026 at 3 p.m. CST. Subcontracting is not probable; any subcontracting requires prior written TRS approval and submission of a VETHUB Subcontracting Plan. TRS anticipates presentations, demonstrations, interviews, and site visits with top-ranked respondents; dates will be determined.
