About this opportunity

The City of St. Petersburg is seeking a Construction Manager at Risk (CMAR) for the Enoch Davis Recreation Center Improvements project (Project No. 23096-100), located at 1111 18th Avenue South. The procurement involves comprehensive construction management services for a new 53,000 square foot community center and library facility, replacing the existing 18,000 square foot Enoch D. Davis Center. Qualified contractors must be licensed general contractors in Florida and will be responsible for participating in the design process, performing construction cost estimating, conducting value engineering analysis, managing project schedules, and executing construction services. The contract will consist of two phases: a pre-construction services phase with a fixed fee focused on value engineering and developing a Guaranteed Maximum Price (GMP), and a construction phase where the Construction Manager serves as the single point of responsibility for project completion. Evaluation criteria will include team background and key staff availability (33%), experience and relevant project examples (25%), and project approach (22%), with the solicitation released on August 18, 2025, and responses due by September 25, 2025, at 3:00 pm. The project aims to achieve LEED Gold certification and emphasizes community involvement and sustainable design.

The procurement includes specific provisions for small business enterprise (SBE) and women/minority-owned business enterprise (WMBE) participation, with additional evaluation points awarded for various business enterprise certifications. Contractors will be required to develop an opportunity program and conduct workshops to maximize local vendor involvement. The total project budget is approximately $40,000,000, with extensive insurance requirements including commercial general liability with $8,000,000 limits, automobile liability, workers' compensation, pollution/environmental liability, and builder's risk insurance. Criminal background checks will be mandatory for all employees and subcontractors, adhering to Florida's Level 2 Background Screening standards. The project will be funded through the City of St. Petersburg's own sources, with potential additional contributions from sources like the Southwest Florida Water Management District and Federal Emergency Management Agency. Prospective contractors must demonstrate capability to complete projects with contract values exceeding $20,000,000 and provide five reference projects completed within the past five years. The city will shortlist at least three respondents, conduct interviews, and ultimately rank candidates based on their comprehensive qualifications and approach to the project.
