About this opportunity

The State of Illinois, through the Illinois Department of Transportation (IDOT), is seeking a vendor to provide enhanced weather forecasting services for its nine highway districts. The vendor will be required to deliver advanced electronic warnings of severe weather to state highway maintenance forces to aid their snow and ice removal efforts. The resulting contract will have an initial term of July 1, 2023, to June 30, 2025, with options to renew for up to two (2) additional 12-month terms. The vendor must meet detailed requirements related to weather forecasting, radar data, road weather information system (RWIS) forecasts, routine forecasts, internet features, location-based weather information, precipitation timing, weather alerts, storm tracking, historical weather data, and mobile/cellular service. Pricing must be submitted in a specific format with baseline and premium services broken out by district, and the vendor must provide unit pricing for routine video forecasting and ESRI GIS layers. The total payments under the contract are not to exceed an established maximum amount.

The contracting opportunity does not mention any small business or diversity set-asides. The contract may be partially or fully funded by federal funds. The incumbent vendor, DTN, LLC, has been awarded the contract for an initial 24-month term valued at $469,715.64, with two optional 12-month renewal terms valued at $244,252.13 and $254,022.22, respectively, for a total contract value of $967,989.99. The pricing for the unsuccessful bidders remained sealed.
