About this opportunity

The City of Wichita Public Works & Utilities Department is requesting bids for construction services to improve sidewalks on the south side of English Avenue east of Broadway, with sealed electronic bids due October 30, 2026 at 10:00 a.m. through the City's Procurement Portal under RFB #260144 (project number E2066).

Bidders must have a minimum of three years' experience in similar services; municipal government experience is desired. Commercial general liability insurance with minimum limits of $1 million per occurrence and $2 million aggregate, comprehensive automobile liability, workers' compensation, and employers liability coverage are required, with the City named as primary and non-contributory additional insured. A 5% bid bond is required prior to bid opening. The successful contractor must furnish a performance bond for 100% of the contract value and a labor and material payment bond running to the State of Kansas for the total contract amount.

The scope includes lump-sum items for mobilization, site restoration, removal of existing structures, traffic control, pavement markings, and erosion control, along with measured paving work: excavation (50 cubic yards), pavement removal (305 square yards), crushed rock base (155 square yards), concrete pavement (124 square yards), concrete curbing and gutters (44 linear feet), concrete sidewalk (1,488 square feet of 4-inch sidewalk plus thickened edge and mono edge configurations), detectable warning pavers (28 square feet), and adjustments to one manhole, four vault boxes, and four water meters.

Work shall commence 30 calendar days after contract award and must be completed within 30 working days from commencement. Award is based on lowest and best total net bid from a responsible and responsive vendor. Questions affecting bid items are due by noon Tuesday prior to bid opening; clarification questions are due by noon Wednesday. Bids become property of the City and may not be withdrawn for 60 days following opening. This is not a state or federal aid contract. Contractors must obtain a Kansas Sales Tax Exemption Certificate from the City Controller's Office prior to starting work.
