About this opportunity

The City of Waycross, Georgia is requesting qualifications and proposals for an engineering firm to provide pre- and post-award services for community and economic development projects funded through federal and state grant programs, with proposals due July 7, 2026 at 4:00 PM. This is a Section 3 Covered Contract under the HUD Act of 1968; Section 3 Business Concerns are encouraged to apply.

The scope encompasses preliminary engineering reports, planning, design, cost estimating, bidding, contracting, construction oversight, quality control, and project closeout for public infrastructure improvements including water, sewer, street paving, and drainage systems. The City is considering applications for CDBG Annual Competition, CDBG Disaster Recovery (CDBG-DR), Employee Incentive Program (EIP), Redevelopment Fund (RDF), and Immediate Threat and Danger (ITAD) funding through the Georgia Department of Community Affairs. Selected firms may provide engineering services for multiple projects over a limited time period contingent on grant funding approval. Firms must demonstrate ability to deliver preliminary engineering reports within 30 days of selection and provide Errors and Omissions insurance coverage.

All contracts are subject to Federal and State contract provisions prescribed by the Georgia Department of Community Affairs, including mandatory Section 3 compliance under 24 CFR Part 135. Section 3 Business Concerns claiming status must meet at least one of three criteria: at least 51 percent ownership and control by low or very low-income persons; over 75 percent of labor hours performed by Section 3 workers during the previous three-month period; or at least 51 percent ownership and control by current residents of public housing or Section 8-assisted housing. Contractors must track and report labor hours and maintain compliance documentation for three years after contract closeout. Non-compliance may result in contract termination and debarment from future HUD-funded projects.

Evaluation uses a four-point scale (Poor=1, Fair=2, Good=3, Excellent=4) on six criteria: ability to supply all major disciplines; experience with this type of construction; community knowledge; staff expertise; prior CDBG project experience; and cost competitiveness. Proposals must include specific cost estimates for the complete engineering scope from application through closeout, with separate pricing for preliminary reports if applicable. The City is committed to affirmatively furthering fair housing and complying with applicable civil rights and disability access requirements.
