About this file

This Engineering Statement of Qualifications is submitted by an engineering firm in response to the City of Waycross, Georgia's request for an Engineering Firm to provide pre- and post-award services for community and economic development projects. The requested services encompass preliminary engineering reports, planning, design, cost estimating, bidding, contracting, construction oversight, quality control, and project closeout for public infrastructure improvements including water, sewer, street paving, and drainage systems. The City of Waycross anticipates applying for federal and state funding through multiple grant programs administered by the Georgia Department of Community Affairs (DCA), including Community Development Block Grant (CDBG) Annual Competition, CDBG Disaster Recovery (CDBG-DR), Employee Incentive Program (EIP), Redevelopment Fund (RDF), and Immediate Threat and Danger (ITAD) funds. The selected engineering firm may be engaged to provide services for a limited time period contingent upon grant funding availability.

All contracts resulting from this selection process are subject to Federal and State contract provisions prescribed by the Georgia DCA. The project is a Section 3 Covered Contract under the HUD Act of 1968, with Section 3 Business Concerns specifically encouraged to apply. The City of Waycross is committed to Affirmatively Further Fair Housing in accordance with applicable federal requirements. Engineering firm selection will be based on qualifications as they relate to the City's community and economic development needs.
