About this opportunity
The Town of Brookhaven, New York, Department of Highways is requesting proposals for engineering services to support bulkhead repair and site mitigation at Riverhead Drive and Thomas Road in Sound Beach, with proposals due October 6, 2026 at 4:30 PM under RFP #26-06.
The scope encompasses site assessment, topographic survey, engineered plans and details, engineer's estimate, environmental permit applications, construction bid package preparation, and construction inspection and oversight. The project addresses material seepage at joint failures in bulkheads constructed in 2006 and 2013, which has caused slumping of the gabion basket system. Construction inspection is anticipated at approximately 20 hours per week over a two-month construction window. The consultant must maintain Professional Errors and Omissions Insurance of not less than $1 million per claim and $2 million annual aggregate; Commercial General Liability of $2 million aggregate and $1 million per occurrence; and Automobile Liability of $1 million.
The contract term shall commence on or about October 30, 2026, and continue for two years or upon project completion. The anticipated schedule includes design development in winter 2026/2027, regulatory permitting in spring 2027, construction bid services in summer 2027, and construction commencement in fall 2027. The consultant is responsible for all permit application fees unless explicitly waived; the Town waives its wetland permit fee for Town-constructed projects.
Evaluation weighting is general firm and staff qualifications (25 points), technical understanding and approach (45 points), and cost (30 points). Cost proposals must be submitted using the provided template with staff hours itemized by task and a separate line item for out-of-pocket expenses. Proposals are submitted electronically through SOVRA BidNet or by sealed physical delivery. Technical questions are due September 24, 2026, with a Questions and Answers addendum issued no later than September 29, 2026.
