About this opportunity

Moore County Public Works is soliciting qualifications under RFQ 2027-01 from professional engineering firms for the East Moore Water District (EMWD) Phase 5 Water Main Extension in Moore County, North Carolina, with written questions due November 3, 2026 and sealed qualifications due 4:00 p.m. on November 12, 2026. Local knowledge carries 5 of the scored points.

The scope covers evaluation of existing system connections and capacity, design of approximately 65,100 linear feet of 6-inch water main with appurtenances, surveying and mapping, hydraulic modeling, permitting and agency coordination, preparation of construction, permit, and bid documents, and bidding and construction administration support. The work serves Underwood, Wadsworth, Manor, Kelly, McCrimmon, Red Branch, Torchwood, and Old River roads in Carthage and Deep River Townships. Connections, hydraulic capacity, and final alignments will be established or verified during design and remain subject to County approval.

Experience with USDA Rural Development funding is preferred but not mandatory. The County is considering a USDA Rural Development loan application, and funding-related engineering reports require County authorization.

Evaluation uses weighted criteria: Project Experience (40 points), Personnel Qualifications (30), Work Capacity (15), Firm References (10), and Local Knowledge (5). Key personnel hourly rate schedules serve only as a tiebreaker among equally qualified firms. The selection committee will interview at least three candidates, and final award follows County Manager or EMWD Board of Directors approval. No public opening is planned, and the County reserves the right to reject any or all responses.

Each response is limited to 15 pages including the cover page and must include one original and five copies, a Non-Collusion Affidavit, an E-Verify Affidavit, and a W-9. Submissions and questions go to Terra Vuncannon, Purchasing Manager, at tvuncannon@moorecountync.gov. The opportunity was posted October 22, 2026.
