About this opportunity

Cleveland County Waters in North Carolina is soliciting engineering services for drinking water system resiliency improvements, with proposals due July 31, 2026. The scope encompasses design, permitting, and construction administration for four components: construction of a 500,000-gallon elevated storage tank in the Casar area at one of two potential sites; installation of a SCADA system for the new tank; decommissioning of the existing 25,000-gallon Moriah ground storage tank; and upgrade of approximately 13,500 linear feet of existing 8-inch waterline to 12-inch capacity along Casar-Lawndale Road from the Ivester Booster Pump Station. The improvements target resilience gaps in the Casar service area identified during recent flooding events, addressing vulnerabilities to generator failures, line breaks, erosion, and washout. The work is performed in Chatham County, North Carolina. No contract value, term, evaluation criteria, pre-bid meeting date, or question deadline is stated in the available source material.

Opportunity text

The proposed project scope will feature the following items to improve the resiliency of Cleveland County Waters drinking water system: 1) Construct a 500,000-gallon elevated storage tank in the Casar area at one of two potential sites to improve resiliency of water storage capacity by ensuring redundant storage is available to continue feeding the system in case of generator failure at pump stations or line breaks in the Casar area of Cleveland County Waters distribution system. 2) Installation of SCADA System for the proposed new elevated water storage tank. 3) Remove existing 25,000-gallon Moriah ground storage tank in the Casar area from service and replacing it with the capacity of the new Casar storage tank, providing critical resiliency for this area by ensuring the water storage is not dependent on lines washed out by Helene. 4) Upgrade approximately 13,500 Linear Feet of existing 8-inch line to a 12-inch line serving the Casar service area from the Ivester Booster Pump Station and runs along Casar-Lawndale Road to create resilient capacity in the Casar area to protect against line breaks due to flooding and erosion.
