About this opportunity
The City of Bridgeport is soliciting engineering services for a Citywide Complete Streets Program funded through the USDOT Safe Streets and Roads for All grant, with proposals due July 15, 2026. The scope encompasses three primary deliverables: development of a community-driven Complete & Safe Streets Design Manual, preparation of a Safety Action Plan, and implementation of demonstration activities aligned with Plan Bridgeport's 10-year Comprehensive Plan and Vision Zero strategies.
The selected consultant must conduct community engagement, perform traffic and pedestrian safety analyses, develop design standards and guidelines, identify priority corridors for implementation, and prepare technical documentation. A principal in charge acceptable to the City must be designated. All work product, deliverables, and intellectual property become the exclusive property of the City upon completion.
The contract term and maximum compensation are to be determined and specified in the executed agreement, negotiated based on the consultant's itemized proposal response. Monthly invoicing is permitted based on percentage of completion. Reimbursable costs require prior written approval from the City's Director.
The consultant must obtain and maintain general liability, professional liability, and workers' compensation insurance naming the City as an additional insured on a primary and noncontributory basis. Services are subject to Connecticut law and compliance with the City's Living Wage Ordinance under Chapter 62 of the Bridgeport Charter. The City reserves the right to terminate for convenience with thirty days' notice or for cause upon five days' written notice for material breach or failure to perform timely and professionally.
