About this opportunity
Cleveland County Water is requesting qualifications for professional engineering services to design and manage 8-inch waterline rehabilitation projects, with statements of qualifications due August 10, 2026 at 12:00 PM. This is an RFQ, not a fixed-price procurement; scope, fee schedule, and contract terms will be negotiated with the selected firm after qualification review.
The scope encompasses design and project management for two waterline upgrades within the Shelby, North Carolina service area: approximately 9,000 linear feet of 3-inch waterline to 8-inch waterline along Casar Road, and approximately 1,600 linear feet of 6-inch waterline to 8-inch waterline on Eastridge Road. These upgrades are intended to increase the distribution system's capacity to move higher volumes of water at elevated rates. Responding firms must demonstrate a minimum of five years of professional experience in project management and engineering for water treatment projects of similar size or greater in the public sector and must employ qualified, licensed personnel in civil engineering, environmental engineering, electrical engineering, construction administration, cost estimating/value engineering, and project management.
Cleveland County Water encourages Minority and Women Owned Businesses to submit qualifications and is an Equal Opportunity Employer. The authority reserves the right to conduct interviews with selected firms before making a final decision. Submissions must include one original and four copies in sealed envelopes and remain valid for 120 days following opening. The selected firm will be required to provide proof of professional liability, workers compensation, employer's liability, general liability, and auto liability insurance. Site visits are optional but must be completed by July 28, 2026. Clarification questions are due August 4, 2026.
