About this opportunity

Chesterfield County Procurement Department in Virginia is requesting proposals for engineering services covering airport and aviation planning for Richmond Executive-Chesterfield County Airport (KFCI), with proposals due September 10, 2026 at 4:00 p.m. and inquiries due August 27, 2026. The County is committed to increasing opportunities for minority-owned, women-owned, service-disabled veteran-owned, small, military family-owned, and Chesterfield County-based businesses; contractors intending to subcontract must include a diversity plan.

The scope encompasses Study and Preliminary Design, Final Design, Bidding, and Construction phases on a per-project basis. Services include environmental studies, design and construction services, airspace analysis, and Airport Layout Plan updates. Individual work assignments will be negotiated as needed for specific projects such as taxiway rehabilitation, hangar construction, runway extensions, wetland mitigation studies, and obstruction removal. The contractor will serve as the County's representative throughout project lifecycles. All work must comply with Federal Aviation Administration guidelines and meet FAA Advisory Circular 150/5100-14E standards. Projects will be partially funded through FAA Airport Improvement Program grants and state funding.

Compensation is determined on a lump-sum, not-to-exceed basis or through negotiated maximum hourly fee charges per project assignment, with all professional fees and reimbursable costs (transportation, reproduction, computer time) included in the total. Hourly rates cannot exceed those established in the master contract. The County reserves the right to perform work in-house or award large projects through separate procurement actions. The contract is subject to appropriation and ratification by the Chesterfield County Board of Supervisors and School Board, with continuation beyond June 30 of any fiscal year contingent upon fund availability. Contractor must maintain County-acceptable insurance, provide evidence of Virginia State Corporation Commission registration, and comply with all federal and state requirements including the Virginia Public Procurement Act.
