About this file
This is a Request for Proposals (RFP) issued by Chesterfield County Procurement Department in Virginia for Engineering Services—Airport and Aviation Planning Services related to the Richmond Executive-Chesterfield County Airport (KFCI). The County seeks qualified engineering firms to provide comprehensive airport engineering and aviation planning services on a per-project basis, including environmental studies, design and construction services, airspace analysis, and Airport Layout Plan (ALP) updates. Services required encompass four primary phases: Study and Preliminary Design, Final Design, Bidding, and Construction, with the contractor serving as the County's representative throughout project lifecycles. Individual work assignments will be negotiated on an as-needed basis for specific projects, which may include taxiway rehabilitation, hangar construction, runway extensions, wetland mitigation studies, and obstruction removal. The RFP was issued August 6, 2026, with proposals due September 10, 2026, at 4:00 p.m. Inquiries must be received by August 27, 2026. The County reserves the right to perform work in-house or award large projects through separate procurement actions. The resulting contract will establish a single engineering firm to whom individual projects can be assigned throughout the contract term, with all projects expected to meet Federal Aviation Administration guidelines and potentially receive partial funding through state and federal grants.
Compensation shall be determined on a lump-sum, not-to-exceed basis or through negotiated maximum hourly fee charges for each project assignment, with all expenses including professional fees and reimbursable costs (transportation, reproduction, computer time) included in the total fee. Hourly rates cannot exceed those established in the master contract. The County is committed to increasing opportunities for minority-owned businesses, women-owned businesses, service-disabled veteran-owned businesses, small businesses, military family-owned businesses, and Chesterfield County-based businesses; contractors intending to subcontract must include a diversity plan in their proposals. The contract is subject to appropriation and ratification by the Chesterfield County Board of Supervisors and School Board, with continuation beyond June 30 of any fiscal year contingent upon fund availability. Contractor must maintain insurance acceptable to the County's Attorney and Risk Management Director, comply with all federal and state requirements including the Virginia Public Procurement Act and FAA Advisory Circular 150/5100-14E, and provide evidence of Virginia State Corporation Commission registration. Projects will be partially funded through Federal Aviation Administration grants and state funding sources, with all work meeting applicable FAA procurement guidelines for Airport Improvement Program projects.

I. PURPOSE
The purpose of this Request for Proposal (RFP) is to solicit qualified and interested firms to submit proposals for providing Airport Engineering and Aviation Planning Services including environmental studies, design and construction, airspace analysis and ALP updates. The services outlined in this solicitation are specifically relative to the requirements of Chesterfield County Airport.
II. BACKGROUND
The Richmond Executive-Chesterfield County Airport (KFCI) provides professional aviation services to the community with all service functions handled by two fixed-base operators (FBO). Located at 7511 Airfield Drive, Richmond, VA, KFCI is the first general aviation airport in Virginia to be designated as a “Secure Virginia Airport”.
As a result of its normal course of operations, the County recognizes the need for construction of new facilities or rehabilitation of existing runways, hangars, etc. To facilitate these requirements, the County has a requirement to establish a contract with a single engineering firm to whom individual projects can be assigned on an as needed basis. Projects to be performed under the resulting contract will, in all likelihood, be partially funded through state and federal grants with all projects meeting Federal Aviation Administration guidelines outlined in FAA Advisory Circular 150/5100-14E Architectural, Engineering and Planning Consulting Services for Airport Grant projects and Federal Contract Provisions for Airport Improvement Program and for Obligated Sponsor (see links below).

2. Compensation and Method of Payment - As full payment and compensation for the performance and completion of work acceptable to the County for each project, the County will pay the engineer in accordance with the sum determined for the individual project assignment. All work shall be performed for each project and shall be done on a lump-sum, not-to-exceed basis or the fee shall be negotiated prior to assignment by incorporating a maximum hourly fee charge. The hourly rates utilized to determine the cost of each assignment will not exceed the hourly rates determined for this contract.
Estimates for each project shall include the number of projected man-hours by personnel classification and the corresponding hourly rate. Total fee shall include all expenses for performing the necessary work, including professional fees and reimbursable expenses. The engineer will be responsible to submit a fee proposal for any work to be compensated for prior to any services performed. If services are performed without a fee proposal being presented for review and approval by the County before services are authorized, no additional fees will be compensated after the fee proposal has been accepted. Any decision for payment of these services will be at the discretion of the County.
3. Performance Schedule - The engineer shall perform work in accordance with a performance schedule negotiated at the time of project assignment. The Engineer shall assign the work to qualified personnel in sufficient numbers to complete the work according to the performance schedule and designate a qualified Project Manager to oversee each project. The Project Manager shall work continuously on the project until final reports are accepted by the County.
4. Changes in Performance Schedule - The County may make changes to the work previously negotiated for an individual assignment. If any such change increases or decreases the time required to perform the work, the performance schedule will be adjusted accordingly. The engineer shall not be entitled to adjustments for changes in work that in the opinion of the County do not result in an increase in the engineer’s cost of performing the work. Any changes in the scope of work for project assignments and performance of any additional services shall proceed only with express written authorization of the County and that the authorization is in compliance with all County procurement requirements.
