About this opportunity

The City of Fort Collins is requesting proposals for multiple Master Professional Services Agreements to provide on-call engineering services for water, wastewater, and stormwater projects with proposals due October 30, 2026 and questions due October 19, 2026.

The scope encompasses water distribution and wastewater collection system design and analyses, stormwater master planning and infrastructure design, floodplain permitting and analyses, stream and wetland restoration design, and irrigation water systems design. The City intends to award multiple agreements and will draw from the eligible pool for design and engineering services projects with a total cost less than $1 million on an as-needed basis. A minimum of two professional engineers licensed in Colorado must be assigned to each agreement, and all project team members must possess a minimum of three years' experience in water, wastewater, and stormwater engineering.

Compensation is on a time and reimbursable direct cost basis, with hourly labor rates established in a fee schedule to remain firm for at least one year from the agreement date. Travel expenses are reimbursable per GSA rates with original receipts required. Overhead, profit, general and administrative expenses must be included in hourly labor rates. Work orders under $300,000 may be assigned directly by the project manager; those from $300,000 to $1 million require a minimum of two proposals; assignments exceeding $1 million must undergo separate formal solicitation.

The City requires errors and omissions insurance of $1 million, general liability insurance of $1 million, automobile liability insurance of $1 million, and workers' compensation insurance per Colorado statutory requirements. The agreement commences on the effective date and continues until expiration, with the City holding an option to extend for up to four additional one-year periods subject to negotiated renewals and pricing changes. Interviews with top-rated professionals are anticipated for early December 2026, with contract awards tentatively scheduled for mid-December 2026 and a contract start date of January 15, 2027. Proposals must be submitted electronically through the Rocky Mountain E-Purchasing System. All pricing is considered public record and cannot be redacted.
