About this opportunity
The state of Georgia, through Upson County, is seeking qualifications and proposals from engineering firms to provide services for federally assisted projects, including Community Development Block Grants (CDBG), Employment Incentive Program (EIP), Georgia Environmental Finance Authority (GEFA), Economic Development Administration (EDA), and American Rescue Plan Act (ARPA) State Fiscal Recovery Fund (SFRF) projects. The immediate project involves providing preliminary engineering report, design, and construction administration services for a CDBG project related to water, sewer, street, and/or storm drainage improvements. Responding firms must have a strong record in successfully assisting local governments with these types of projects and be technically qualified and licensed in the State of Georgia. Proposals are due by January 30, 2024, and the city reserves the right to accept or reject any and all proposals. The selected firm's services may extend to additional federally funded projects over a 24-month period.
The procurement is open to all qualified engineering firms, but Section 3 business concerns are encouraged to apply. The successful firm must comply with various federal and state contract provisions, including Section 3 of the HUD Act of 1968, which requires the contractor to provide preference to Section 3 workers and business concerns when employment or contracting opportunities arise. The city has not provided an estimated budget range for this procurement, but the services may lead to additional project contracts and/or contract addendums over the 24-month period.
