About this opportunity
The City of Louisville, Georgia, located in Jefferson County, is soliciting Statements of Qualifications and proposals from engineering and architectural firms to provide preliminary design services and potential implementation support for water and sewer improvements funded through the Georgia Environmental Finance Authority State Revolving Fund program or alternative funding sources including Community Development Block Grants (CDBG), U.S. Department of Agriculture (USDA) programs, and Environmental Infrastructure Program (EIP) initiatives. Responding firms must be technically qualified and licensed in the State of Georgia and demonstrate substantial experience assisting local governments with similar grant-funded infrastructure projects. Firms must submit comprehensive proposals addressing their organizational history and resources, documented experience with CDBG, GEFA, USDA, and EIP programs, qualifications of key personnel, current workload capacity, proposed scope and level of service, relevant project experience with references, fee schedules for Preliminary Engineering Report development and Design and Construction Management Services, and proof of Errors and Omissions Insurance coverage. Additionally, firms must submit completed Statement of Qualifications Forms and Section 3 Certification Forms as applicable. Proposals must be received no later than 5:00 PM on June 8, 2026, with inquiries and form requests directed to Mr. Richard T. Sapp, Administrator, at rsapp@louisvillega.gov or 478-625-3166. The City reserves the right to accept or reject any proposals and to waive procedural informalities.
This procurement includes Section 3 requirements under the HUD Act of 1968, with Section 3 Business Concerns encouraged to submit applications and potentially eligible for preference consideration. No incumbent vendors or specific current contractors are identified in the solicitation documents. The contract will be subject to all applicable Federal and State contract provisions prescribed by the funding agency, as well as compliance with civil rights, fair housing, disability access, and architectural barrier removal requirements. No specific award value or budget range is disclosed in the available procurement documentation, suggesting that contract value will be contingent upon the scope of preliminary engineering services required, the ultimate funding source secured, and the complexity of implementation services if projects advance to construction phases.
