About this opportunity
Centennial School District 28J in Portland, Oregon is requesting proposals for engineering design and construction administration services for mechanical system replacement at Parklane Elementary and Oliver Middle School, with proposals due June 23, 2026 at 5:00 p.m. The project must comply with Portland Clean Energy Community Benefits Fund (PCEF) requirements, which mandate elimination of natural gas use and optimization of energy performance — a central scope qualifier tied to grant funding.
The scope encompasses design phases from schematic design through construction documents, procurement assistance, and construction administration from March 15, 2027 through September 4, 2027, with post-construction closeout through October 15, 2027. The design must mirror the mechanical system currently under construction at Powell Butte Elementary. Oliver Middle School comprises 86,459 square feet and Parklane Elementary approximately 47,327 square feet. The district will provide record AutoCAD backgrounds from 2021, electrical as-builts from 2022, and design drawings of recent modifications, though accuracy is not guaranteed and must be verified on-site. Both buildings contain asbestos to be identified and tested during schematic design; abatement will be contracted separately by the district. Both buildings have Honeywell direct digital control systems installed in 2022 that must be preserved. Commissioning services will be directly hired by the district. Design completion is required by February 15, 2027.
The estimated construction budget is $6 million combined. Compensation will be negotiated on hourly rates and lump-sum options; the district will not evaluate fees during RFP scoring but requests a fee range summary. Reimbursable expenses are permitted at 1.1 times actual cost. The contract term is one year with potential renewal for up to five years total.
The consultant must maintain comprehensive general liability insurance of $2 million per occurrence and $3 million aggregate, errors and omissions coverage of $2 million, and workers' compensation insurance. Oregon licensure or foreign corporation registration is required prior to award. Proposals are limited to 30 pages excluding covers and resumes, submitted as a single PDF under 15 MB via email. The district will conduct interviews on July 14, 2026, with notice of intent to award on July 15. Questions are due June 16, 2026 at 5:00 p.m. A non-mandatory pre-proposal Zoom conference was held June 10, 2026; twelve firms attended. While the district does not apply PCEF professional services equity goals of 25 percent contracting to COBID-certified firms in selection, proposers are encouraged to highlight equity status and approaches.
