About this opportunity
Cobb County Department of Transportation is requesting qualifications for engineering design consultant services on the Factory Shoals Pedestrian Bridge Phase 1 project under RFQ B2464, with Statements of Qualifications due November 12, 2026 at 12:00 p.m. The prime consultant must hold current GDOT prequalifications in six specific area classes: Rural Roadway Design (3.01), Urban Roadway Design (3.02), Bicycles and Pedestrians Facility Design (3.13), Minor Bridge Design (4.01(a) and 4.01(b)), and Bridge Foundation Studies (6.02). This is a mandatory eligibility filter.
The scope spans survey database development, concept and preliminary design, environmental documentation, right-of-way design, final design plans, and construction services through project completion. The deliverable is a 12-foot-wide shared-use path with 2-foot barriers crossing Interstate 20 via Factory Shoals Road to connect existing and planned sidewalks spanning approximately 210 feet. Team members must collectively hold GDOT prequalifications in an additional sixteen area classes covering environmental documentation, traffic operations, surveying, utility engineering, geotechnical studies, hydraulic and hydrological studies, and erosion control.
The RFQ employs a two-phase selection. Phase I (SOQ evaluation) weights project manager and key team leader experience and qualifications at 30% and resources and workload capacity at 20%, with three to five finalists advancing to Phase II by a target date to be determined. Phase II evaluates technical approach (40%) and past performance (10%) from finalist firms only. The contract type will be determined during negotiations and may be Lump Sum, Cost Plus Fixed Fee, Cost per Unit of Work, or Specific Rate of Compensation, remaining in effect through construction completion. Contract amount will be negotiated with the County, which reserves the right to terminate negotiations with the highest-scoring finalist and proceed with subsequent finalists if satisfactory terms cannot be reached. Funding derives from Federal and local appropriations under GDOT standards and the Plan Development Review Process.
Questions are due November 6, 2026 at 12:00 p.m. A non-mandatory pre-proposal conference is scheduled October 27, 2026 at 11:00 a.m. via Microsoft Teams. The last addendum publication date is November 9, 2026. SOQ submittals must include notarized certification forms, Georgia Security and Immigration Compliance Act affidavits, and documentation of accounting systems compliant with 48 CFR Part 31.
