About this opportunity

Montgomery County, Pennsylvania, on behalf of its Department of Assets & Infrastructure, Division of Roads & Bridges, is soliciting engineering design services through a Request for Proposals (RFP 26-04) for the replacement of County Bridge No. 83, a 1926-built three-span concrete T-beam bridge spanning 198 feet with a 34-foot curb-to-curb width over Wissahickon Creek in Upper Dublin Township. The selected engineering firm will be responsible for comprehensive design and consultation services including project management and administration, topographic surveying and base mapping, environmental studies and permitting, roadway design submissions at 30%, 60%, and 90% completion, erosion control plans, geotechnical engineering, hydrologic and hydraulic analysis, structural design, right-of-way property plots, traffic control planning, signing and pavement marking plans, utility and agency coordination, preparation of plans and specifications, and construction consultation services. The engineering and environmental permitting phase must be completed within thirty-six months from the Notice-to-Proceed, with construction consultation extending through the entire construction phase. Evaluation will be conducted on a Best Value basis using the following weighted criteria: overall project approach and team commitment to delivery and schedules (40%), project manager's experience with similar projects (25%), project staff and their ability to meet design and construction schedules (20%), and the team's approach to designing an effective construction plan while minimizing future maintenance (15%). Qualified firms must be PennDOT pre-qualified with demonstrable experience in municipal bridge design, including at least five completed projects within the past five years. The proposal due date is March 5, 2026, and bidders are strongly encouraged to complete a mandatory site visit prior to submission. Written questions must be submitted at least seven days prior to the deadline to receive official responses. All proposals must be submitted electronically through the County's Bonfire procurement portal with separate uploads for the Responsible Contractor Form, Cost/Pricing Proposal with detailed line-item breakdown for all tasks, and Appendix A submission forms.

No specific set-aside designations or restrictions limiting organizational eligibility are identified in the solicitation; however, bidders must certify compliance with the Pennsylvania Public Official and Employees Ethics Act and demonstrate their eligibility based on suspension, debarment, and default history. The solicitation permits diverse business concerns to identify themselves, with documentation required to verify third-party certification and specify minority group classification. Contractors must maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence, $2,000,000 aggregate), Workers Compensation at Pennsylvania statutory levels, and Professional Errors and Omissions Liability ($1,000,000 per occurrence), with the County named as additional insured. The project will be funded through the Act 13 Marcellus Legacy Fund, subjecting the contract to Federal Grant Addendum terms and conditions, including compliance with OMB Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. The selected firm will not be responsible for obtaining Structural Adequacy Approval from PennDOT District 6-0. No specific budget range or award value is disclosed in the solicitation documents; compensation will be based on the contractor's submitted cost proposal provided as a not-to-exceed price with detailed task breakdowns, with the final contract amount determined through the Best Value evaluation and award process.
