About this opportunity
Montgomery County, Pennsylvania, through its Department of Assets & Infrastructure, Division of Roads & Bridges, is seeking a qualified engineering firm to provide comprehensive engineering design services, environmental permitting, and construction consultation for the replacement of County Bridge No. 125, a single-span reinforced concrete slab bridge built in 1931 spanning 26 feet with a curb-to-curb width of 38.7 feet over Hartenstein Creek in Limerick Township. The scope of work encompasses 16 required tasks including project management, topographic survey, environmental studies and permitting, roadway and structural design, geotechnical engineering, hydrologic and hydraulic analysis, right-of-way property plots, traffic control planning, utility coordination, agency coordination, and construction consultation. The engineering and environmental permitting phase must be completed within 36 months from the Notice-to-Proceed date, with construction consultation extending through the construction phase. Proposals are limited to five 8.5x11-inch pages with 12-point minimum font and must include an organization chart with no more than five resumes. The County will award based on a Best Value evaluation methodology weighted as follows: overall project approach and team commitment to schedule (40%), Project Manager's experience with similar projects (25%), staffing and project delivery discussion (20%), and effective construction planning with minimized maintenance (15%). Eligible firms must be PennDOT pre-qualified with at least five completed municipal bridge design projects within the last five years. The deadline for proposal submission is May 19, 2026, through the Montgomery County Procurement Portal at https://montcopa.bonfirehub.com/portal, with written questions required at least seven days prior to bid opening. Bidders are strongly encouraged to complete a site visit to familiarize themselves with site constraints.
The procurement does not specify set-aside designations for disadvantaged enterprises, though vendors may self-identify as local, small, or diverse businesses in their submission, with diverse vendors required to provide third-party certification and specify applicable minority group classification. All bidders must complete mandatory certifications and representations, including Public Disclosure Statements, Certification and Representations of Offerors addressing suspension and debarment status, compliance with civil rights requirements, and organizational conflicts of interest certifications. The cost proposal must be submitted as a not-to-exceed price with detailed line-item breakdown for each of the 16 tasks, including all direct and indirect costs and out-of-pocket expenses, though no specific budget range or award value is disclosed in the solicitation documents. The County plans to utilize the $5.00 vehicle registration fee to fund this project and will require the selected consultant to obtain Structural Adequacy Approval from PennDOT District 6-0. All proposals must be submitted electronically through the County's procurement submission portal, and contracts will require compliance with federal grant requirements, Pennsylvania prevailing wage standards, and comprehensive insurance coverage including commercial general liability of $1,000,000 per occurrence and professional errors and omissions coverage of $1,000,000 per occurrence. No incumbent contractor or existing infrastructure integration requirements are specified in the solicitation materials.
