PROPOSAL EVALUATION

This is a “Best Value” solicitation. The County will award a contract to the responsible offeror who can accomplish the requirements set forth in the RFP. The County will select the proposal that represents the best value to the County based on the comparative analysis and an integrated assessment of proposals against all evaluation criteria in the solicitation.
The County’s primary goal is achieving the most advantageous balance between technical merit (“quality”) and cost (i.e. price). All evaluation factors other than cost or price, when combined, are more important than cost or price. However, the importance of price could become greater depending upon the equality of the technical proposals. If competing technical proposals are determined to be essentially equal, price could become the determining factor. The County may award a contract to other than the lowest priced cost proposal or other than the highest evaluated technical proposal.
EVALUATION CRITERIA
· Project team must discuss their overall approach to delivering the project. This discussion shall include the team’s commitment to project delivery and meeting schedules. (40%)
· Project Manager’s experience with similar projects. (25%)
· Discuss the staffing for this project and how they will pursue project delivery in relation to developing and/or meeting design and construction project schedules. (20%)
