About this opportunity
The City of Bradenton, located in Manatee County, Florida, is seeking qualified engineering firms to provide continuing services for utility infrastructure projects through a Request for Qualification (RFQ) under Section 287.055 of Florida Statutes. The procurement focuses on design and consulting services for potable water, wastewater, and reclaimed water systems, with specific emphasis on pipeline design, facility improvements, lift station rehabilitation, and system upgrades. Proposers must have at least one Professional Engineer licensed in Florida and be registered with the Florida Department of Business and Professional Regulation. The evaluation criteria will allocate 40 points to professional personnel qualifications, 40 points to past performance and project experience, and 20 points to project approach and management techniques. Key submission dates include a proposal deadline of January 22, 2026, at 2:30 p.m. through the City's OpenGov e-procurement portal, with an evaluation committee meeting scheduled for February 6, 2026, and short-listed proposer presentations on February 20, 2026. The anticipated contract award is expected by March 11, 2026.
The contract will operate as a continuing services agreement with task orders issued for individual projects as needed, with individual task orders limited to $200,000 and construction costs capped at $2,000,000 per task order. Task orders under $50,000 will use purchase orders as notices to proceed, while those exceeding $50,000 require formal notices to proceed. Awarded contractors must maintain specific insurance coverage, including Professional Liability insurance of at least $1,000,000, and comply with Florida's E-Verify requirements and public records laws. While no specific set-aside designations for disadvantaged enterprises are mentioned, the RFQ emphasizes evaluation based on price, quality, and service. The Professional Services Library will consist of multiple service categories, allowing the City to issue work assignments throughout the year as projects are identified. Proposals will be comprehensively evaluated to select the most qualified engineering firms to support the City of Bradenton's utility infrastructure needs.
