About this opportunity

The City of Bradenton, a political subdivision of Manatee County, Florida, is seeking qualified proposers through a Request for Qualification (RFQ) to provide engineering consulting services for transportation planning and design on a continuing, as-needed basis. The services will be added to the City's Professional Services Library and will include traffic analysis and planning, traffic impact analysis, roadway engineering, pavement evaluations, signalization design, corridor studies, traffic calming plans, parking needs analysis, and related transportation-related consulting work. Work will be assigned through individually negotiated work assignments and task orders as projects are identified throughout the year. Proposers must be registered with the Florida Department of Business and Professional Regulation and have at least one Professional Engineer licensed by the Florida Board of Professional Engineers on staff as a key personnel member. The evaluation criteria are weighted as follows: 35 percent on the ability of professional personnel, 40 percent on past performance and relevant project experience, and 25 percent on project approach and management techniques. Critical deadlines include a question submission deadline of April 1, 2026, a proposal due date of April 16, 2026, at 2:30 p.m., a short-listed proposer presentation date of May 8, 2026, and a contract award date anticipated for June 10, 2026.

The RFQ does not specify any set-asides for disadvantaged enterprises or restrictions based on organizational type, though all proposers must be authorized to conduct business in Florida. No incumbent vendors or current contractors are identified in the procurement documents. Proposers are required to maintain comprehensive insurance coverage, including workers' compensation, commercial general liability with a minimum of $1,000,000 general aggregate, business auto liability of $300,000 per occurrence, and professional liability insurance of $1,000,000 if applicable. The contract structure is a continuing services agreement with no specific term limitation, though the City reserves the right to terminate with or without cause. Compensation will be determined through individually negotiated work assignments based on project-specific requirements, with no specific pricing schedule or budget range provided in the RFQ. All work must comply with applicable federal, state, and local laws.
