About this opportunity
Brooks County, Georgia is seeking Statements of Qualifications and Proposals from engineering and/or architectural firms to provide services for state and federally funded projects during fiscal years 2026, 2027, and 2028. Responding firms must be technically qualified and licensed in Georgia to deliver services including water and wastewater extensions, road paving, paved walking paths, civil engineering activities, and architectural design services for a community center building or Emergency Operations Center (EOC). The initial deliverable requires preparation of a Preliminary Engineering Report (PER) and Preliminary Architectural Report (PAR), with firms expected to demonstrate the capability to complete the PER in a timely manner. Qualifications that will be evaluated include firm history and resources, prior experience with Community Development Block Grant (CDBG) programs including CDBG set-aside programs and CDBG-DR initiatives, other state and federally funded program experience (GEFA, EDA, ARC, EIP, RDF), key personnel qualifications, current workload capacity, proposed scope and level of service, references from similar projects, and fee structures for preliminary reports and design/construction management services. Proposals must be submitted no later than 5:00 PM on February 9, 2026, and all written questions must be submitted in advance to evanotteren@bryancountyga.gov. Interested parties should request the Statement of Qualifications Form and Section 3 Certification Form from the contact email prior to proposal preparation.
This procurement is subject to Section 3 of the HUD Act of 1968, and Section 3 Business Concerns are encouraged to apply, representing a set-aside consideration for disadvantaged enterprises. Selected firms will not be retained under a retainer structure; rather, they will be reconsidered on a project-by-project basis for future state and federally funded opportunities arising within the next two to three years. The contract must comply with multiple federal and civil rights requirements, including Title VI of the Civil Rights Act of 1964, the Fair Housing Act, the Americans with Disabilities Act (ADA), and Build America, Buy America requirements under the Infrastructure Investment and Jobs Act of 2021. Responding firms must provide documentation of Errors and Omissions Insurance coverage. No specific award value or budget range has been disclosed in the procurement notice; compensation will depend on the scope, complexity, and funding of individual projects selected during the contract period. Brooks County reserves the right to accept or reject any proposals and waive process informalities at its discretion.
