Request for Proposal Summary

This is a Request for Proposal (RFP) issued by Bryan County, Georgia on January 8, 2026, seeking engineering and/or architectural services for state and federally funded projects across fiscal years 2026, 2027, and 2028. The county is soliciting Statements of Qualifications and Proposals from firms with demonstrated expertise in Community Development Block Grant (CDBG) program implementation, including CDBG set-aside programs, CDBG-DR programs, and other state and federally funded initiatives. Responding firms must be technically qualified and licensed in the State of Georgia. The proposed scope of services encompasses water and wastewater extensions, road paving, paved walking paths, and related civil engineering activities, as well as potential architectural design services for a community center building or Emergency Operations Center (EOC). The initial deliverable requires preparation of a Preliminary Engineering Report (PER) and Preliminary Architectural Report (PAR), with the PER to be completed by the application due date, which has not yet been announced. Proposals must be submitted to Eric G. Van Otteren at Bryan County no later than 5:00 PM on February 9, 2026, with all written questions due prior to that deadline.

Responding firms must submit detailed information addressing firm history and resources, prior CDBG/EIP/RDF and other DCA grant program experience, key personnel qualifications, current workload capacity, proposed scope and level of service, references from similar projects, fee structures for preliminary reports and design/construction management services if projects are funded, Errors and Omissions Insurance documentation, a completed Statement of Qualifications Form, and a Section 3 Certification Form if claiming Section 3 status. The contract is not structured as a retainer; instead, selected firms will be reconsidered on a project-by-project basis for future state and federally funded opportunities arising within the next 2–3 years. The opportunity is subject to Section 3 of the HUD Act of 1968, and Section 3 Business Concerns are encouraged to apply. The project must comply with multiple federal and civil rights requirements, including Title VI of the Civil Rights Act of 1964, the Fair Housing Act, the ADA, and the Build America, Buy America requirements under the Infrastructure Investment and Jobs Act of 2021. Bryan County reserves the right to accept or reject any proposals and waive process informalities.

Responding firms should be technically qualified and licensed in the State of Georgia to provide these services.

Plans are to contract for engineering and/or architectural services required for CDBG/GEFA/EDA/ARC/EIP/RDF/CDBG-DR projects/programs including CDBG set-aside programs and other state and federally funded programs, if funded.
