The selected firm will provide services to support CVFPB's regulatory operations, regulation updates, strategic and operational planning, public outreach and engagement, and logistics related to managing flood risk in the Central Valley. Key objectives include preserving the integrity of the Adopted Plan of Flood Control, integrating climate resilience and multi-benefit programs, and supporting the 5-year update to the Central Valley Flood Protection Plan. Required qualifications include understanding of flood management policies and regulations, conducting hydraulic and geotechnical analyses, developing environmental compliance documentation, and providing program/project management support. The RFQ outlines the statement of qualification requirements, selection criteria, evaluation process, and negotiation procedures. Firms must attend a mandatory pre-SOQ conference to be eligible, and the most qualified firm selected will be required to submit financial documents and a rate sheet for negotiation of a fair and reasonable cost to the state. The contract term is estimated to be from October 24, 2024 through October 23, 2027, with options for up to two one-year amendments.

The RFQ includes provisions regarding disabled veteran business enterprise participation and California's small business program, but does not specify any set-aside designations or restrictions on the types of organizations that can respond. The incumbent vendors or current contractors are not listed, nor is any existing infrastructure or technology that requires integration. The possible award values or budget ranges are also not provided in the RFQ documents.
