About this opportunity

The University of Wisconsin-Platteville is seeking to procure an engine test cell for its new Sesquicentennial Hall engineering and computer science complex through a competitive bid process. The procurement centers on three primary components: an AC Dynamometer capable of mounting and testing a GM 3.0L LM2 diesel engine rated at 277 horsepower, a closed-loop engine cooling system utilizing facility chilled water, and a LabVIEW-based dyno and test cell control system with National Instruments hardware for high-speed diagnostics and combustion analysis. Bidders must be manufacturers or authorized distributors with the ability to provide warranty and maintenance services, and they may offer alternate items provided they submit detailed specifications demonstrating equivalency. The University will serve as the sole judge of item acceptability, with evaluation focused on finding the lowest responsive and responsible bidder. Key submission deadlines include a bid due date of August 10, 2022, at 2:00 PM CDT, with vendor questions having been accepted through July 28, 2022, and answers posted to Vendornet by August 2, 2022. The University reserves the right to conduct oral presentations, product demonstrations, and site visits prior to awarding the contract.

The contract opportunity does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Delivery is specified as DDP (Delivery Duty Paid) to UW-Platteville, with bidders responsible for all export and import duties, taxes, and customs clearances. Ownership of equipment will transfer upon commissioning, with a one-year manufacturer's warranty commencing at that time. Bidders must provide three client references from comparable institutions served within the past three years and maintain commercial general liability insurance with a minimum of one million dollars coverage. While no specific award value is explicitly stated, the University notes that final purchase will depend on securing project funding and does not guarantee the purchase of any specific quantity or dollar amount. The contract allows for potential expansion, with the University having the option to add other Wisconsin state agencies and municipalities as eligible purchasers. Payment terms are established as Net 30 upon acceptance of goods and services meeting all specifications, and the University retains the right to cancel the contract without cause with ninety days' written notice.
