About this file
This is a Questions and Answers document for Bid PLT-23-8134-B issued by the University of Wisconsin Platteville for the procurement of an engine test cell. The University seeks to purchase equipment specified in Attachment A of the bid document, with bidders permitted to offer alternate items of equal quality, provided they are clearly identified by manufacturer, catalog number, model number, or stock number. Detailed specifications and supporting documentation for any alternate items must be included with the bid submission to establish equivalency, with the University serving as the sole judge of acceptability. The specification includes requirements for a dynamometer control system that accepts analog input from LabVIEW for speed and torque control, with the dyno controller functioning as a pass-through to the LabVIEW controller. The anticipated unit under test includes either a 3.0L Duramax or 2.0L Cruze Diesel engine, with the power rating increased to accommodate the larger 3.0L engine.
Key technical clarifications addressed in the Q&A include confirmation that the dyno system must be equipped with an Interloc V controller and accept analog signals from LabVIEW for engine interfacing, rather than requiring a National Instruments LabVIEW-based control system as the sole option. The specification was developed in consultation with Dr. Scott Melin at UW-Platteville and has been updated to reflect changes in the size and power requirements of the unit under test since preliminary proposals were discussed. Final purchase quantities and dollar amounts are not guaranteed and remain dependent on the University's ability to secure funding to support the project.

Q and A for Bid # PLT-23-8134-B Thank you for sending this information over. I have been reviewing the specifications, and I did have a few questions. Specifically, the bid is requesting a National Instruments/LabVIEW based control system, which I do not offer. The system I would be offering is exclusive to Taylor Dynamometer, and is detailed in the attached data sheet. Is the National Instruments based system a must-have, or would you like me to proceed with the quote using the Taylor DynPro2 system? Please let me know, and I will proceed accordingly
Please bid the system with the interloc V controller. We will be moving forward with all engine interfacing done on the LabVIEW side, and the dyno controller functioning as pass through to the LabVIEW controller. LabVIEW will send an analog signal to the interloc to request torque, speed. On the dyno side, the key requirement is that the dyno control accepts analog input from LabVIEW for speed and torque control.
Thank you for sharing. I spent a good deal of time talking through the application with Dr. Scott Melin at UW-Platteville as he was putting together the spec for this. The one thing that jumps out to me is the unit under test has increased in size and power since I last spoke with him and provided a preliminary proposal of what a system could look like. I would just like to confirm that the unit under test described in this bid spec, is indeed the plan moving forward?
Depending on who wins the LabVIEW control system, we may end up with the 3.0L Duran ax or a 2.0L Cruze Diesel engine. To avoid the engine being oversized, we have made the increase in power rating to accommodate the 3.0L Lm2 engine.
