About this opportunity
The State of Maine's Division of Purchases is soliciting bids for an Engine Data Management System featuring fuel flow monitors, with quotes due October 1, 2013 at 2:00 p.m. local time.
The State reserves the right to award on a per-item basis or as a group, whichever serves the State's best interest. In the event of tie bids, preference is given to in-state bidders or those offering products manufactured in Maine; ties not resolved by this preference are decided by drawing of lots as determined by the Director.
The scope comprises fuel flow monitors designed to track and manage fuel consumption data for fleet vehicles or equipment operations. Required capabilities include real-time data transmission, data storage, and compatibility with fleet management protocols. Bidders must provide detailed specifications for their proposed fuel flow monitoring systems, technical capabilities, implementation timeline, and service delivery methodology. Pricing must include equipment, installation, ongoing maintenance and support services, training for state personnel, and warranty terms. All deliveries must comply with applicable Federal, State, and local laws and regulations.
Quotes must be submitted electronically and must include separate unit prices for each item, with all trade and quantity discounts incorporated. Bidders may submit additional and alternate bids with supporting documentation permitted by fax or mail prior to bid opening. Cash discounts for payments made 20 days or more after delivery are considered in evaluation; discounts under 20 days will not be considered. The State is exempt from Federal and Maine State Sales and Use Taxes; quotes should exclude these taxes. All transportation charges, including freight and express delivery, shall be prepaid by the contractor unless otherwise specified. The Division reserves the right to increase or decrease quantities by up to 10% and to reject any or all quotes.
