About this opportunity
The City of Nashua is seeking a qualified software firm to provide an energy tracking and management platform through Request for Proposals (RFP 0266-051426). This procurement involves the development and implementation of a comprehensive energy management system capable of monitoring and tracking 326 electric meters across municipal facilities, comprising 107 individually billed meters and 219 meters organized under 11 summary billing accounts. The selected vendor will be responsible for data integration from existing utility accounts, ongoing data management and system maintenance, and comprehensive user support throughout the contract term. Proposers must submit firm, fixed pricing for all service components, including initial setup and implementation costs, annual or subscription fees, and ongoing support or maintenance costs as an all-in cost structure with transparent pricing and no hidden charges. Evaluation criteria include the cost proposal, software functionality and capabilities, data integration and management capabilities, implementation and support services, vendor experience and qualifications, data security and ownership provisions, and contract terms. The deadline for vendor questions is Monday, May 4, 2026 at 10:00 a.m., with answers to be posted by Thursday, May 7, 2026. Proposals must be submitted electronically via Bonfire or as paper submissions to the Purchasing Department no later than 3:00 p.m. on Thursday, May 14, 2026, with vendor interviews to be scheduled for a date to be determined following proposal review.
The procurement does not indicate specific set-asides or restrictions on organization types; however, vendors must be deemed "responsible" and demonstrate ability, capacity, skill, financial resources, and a positive track record. The City of Nashua, as a tax-exempt municipality, will engage a single software provider for the entire scope of services under an annual contract term with renewal pricing options. Successful vendors must provide certificates of insurance within ten calendar days of award, including General Liability coverage ($1,000,000 per occurrence/$2,000,000 aggregate), Combined Single Limit Automobile Liability ($1,000,000), Workers' Compensation per New Hampshire statute ($100,000/$500,000/$100,000), and Professional Liability insurance ($1,000,000). No incumbent vendor or current contractor information has been provided in the RFP documentation. The solicitation does not specify an award value or budget range; however, pricing must encompass all implementation, subscription, and support services on an all-inclusive basis. The City reserves the right to reject all proposals, negotiate amendments, request best and final offers, or cancel the solicitation at any time, and all submitted proposals become the sole property of the City of Nashua.
