About this opportunity

Tooele County Parks and Recreation is seeking qualified painting contractors to provide surface preparation and painting services for the Energy Solutions Aquatics Center Complex in Grantsville, Utah. The Request for Proposal (RFP) covers painting of exterior metal surfaces on four buildings, including doors, door frames, window frames, railings, trim, and exposed metal elements, with an optional alternate bid for interior painting of three specific buildings. Contractors must be licensed, bonded, and insured, with a mandatory site visit scheduled for January 21, 2026, at 11:30 AM MST. Questions are due by January 22, 2026, at 11:00 PM MST, and proposals must be submitted through the Utah State Purchasing U3P Website by January 29, 2026, at 11:00 PM MST. The evaluation criteria will allocate 20 points for technical approach, 10 points for schedule, and 70 points for cost, with points calculated using a comparative bidding formula that awards full points to the lowest bidder. All work must be completed by May 1, 2026, and the contract includes a one-year warranty on painted surfaces.

The procurement does not specify specific set-aside designations or restrictions for disadvantaged enterprises. Contractors must maintain workers' compensation insurance and carry commercial general liability insurance of at least $1,000,000 per occurrence and $3,000,000 aggregate, along with commercial automobile liability insurance of $1,000,000 per occurrence. The RFP requires contractors to comply with federal and state laws, including E-Verify requirements, and to indemnify Tooele County for any claims arising from their performance. While a specific budget range is not explicitly stated, the proposal requires detailed cost breakdowns itemizing labor and materials for each building, suggesting flexibility in pricing. The County reserves the right to award the base bid, alternate bid, or both, indicating potential variability in the total contract value. Interested contractors should carefully review the full RFP document for comprehensive details on submission requirements, technical specifications, and contractual obligations.
