About this opportunity
The Georgia Environmental Finance Authority (GEFA) is seeking Statements of Qualifications (SOQs) from Energy Services Providers (ESPs) capable of developing, implementing, and installing Energy Conservation Measures (ECMs) for State Agencies in Georgia. This Request for Qualifications (RFQ) is intended to identify responsible ESPs that meet or exceed the specified requirements and to be placed on a prequalified list of ESPs, which will be valid through March 15, 2024. State Agencies will then issue Requests for Proposals (RFPs) to the prequalified ESPs for specific GESPC projects. The evaluation process will assess factors such as financial information, personnel qualifications, project history, and technical approach. Qualified ESPs will be scored and placed on the prequalified list based on their ability to meet the criteria. There is no set deadline for responses, as GEFA may add or remove ESPs from the list at any time based on their ability to meet the criteria.
The RFQ does not specify any set-asides or preferences, but it does outline Georgia's reciprocal preference law and requirements for small and minority business participation. The RFQ does not provide any information about incumbent vendors or current contractors, nor does it specify any award values or budget ranges. Pricing is not a factor for prequalification, as ESPs will compete on individual projects through the subsequent RFP process.
