About this opportunity

The Long Beach Utilities Department is requesting proposals for development and management of a fifteen-year Energy Master Plan, with proposals due March 6, 2023, and a Notice of Intent to Award issued May 8, 2023 to Hazen and Sawyer. No set-aside, preference program, or XBE requirements apply.

The scope covers energy optimization for water and sewer operations across multiple LBUD facilities with electricity provided by Southern California Edison. Deliverables include an energy audit, benchmarking against comparable utilities, demand forecasting under multiple scenarios, identification and evaluation of projects addressing energy redundancy and optimization, project ranking, and a comprehensive final report with implementation scenarios and cost estimates. The consultant must complete work within eighteen months from the Notice to Proceed, though LBUD prefers a shorter schedule. Sensitive facility information—square footage, floor counts, usage details, hydraulic models, and infrastructure maps—will be provided only post-award due to security concerns. The consultant shall coordinate with LBUD's Emergency Preparedness and Planning team. The water reclamation site is excluded from scope.

No budget cap is stated. The consultant must submit a detailed fixed-price proposal with labor costs by billing classification, non-labor expenses, and subconsultant fees; rates remain applicable for the contract duration. The consultant shall maintain general liability coverage of $1 million per occurrence and $2 million aggregate, automobile liability of $500,000, workers' compensation, and professional errors and omissions insurance of $1 million per claim, with the Board of Utilities Commissioners named as additional insured.

Evaluation allocates 30 points to consultant and staff expertise and experience, 15 points to past performance, 30 points to work methodology, and 25 points to cost reasonableness. Contract award requires approval by the City of Long Beach Board of Utilities Commissioners. All deliverables become the exclusive property of LBUD.
