About this file
This is Addendum No. 1 to a Request for Proposal (RFP) issued by the Long Beach Utilities Department (LBUD) for an Energy Master Plan. The addendum, dated February 17, 2023, addresses 15 questions submitted by prospective offerors and clarifies key project requirements. The Energy Master Plan will cover water and sewer operations facilities and infrastructure across multiple LBUD sites, with electricity provided entirely by Southern California Edison (SCE). The project must be completed within 18 months, though LBUD prefers a shorter schedule. Offerors are required to acknowledge receipt of the addendum by signing and returning it with their proposals. The sample fee schedule template provided specifies non-optional work tasks including project management, energy audit and benchmarking, demand forecasting, identifying potential projects, project evaluation, and the final Energy Master Plan Report, along with provisions for optional work at 10 percent of the non-optional work total.
Sensitive facility information including square footage, floor counts, usage details, existing energy project implementations, and maps or inventories of water and sewer facilities will be provided only to the selected consultant after contract award due to security concerns. Access to hydraulic models of water and sewer systems and a Continuity of Operations Plan identifying critical infrastructure will also be provided post-award, with expectations that the selected consultant will coordinate with LBUD's Emergency Preparedness and Planning team. The water reclamation site is explicitly excluded from scope. There are no minority/women/small business enterprise (XBE) requirements, no estimated budget cap, and no preferred project schedule format requirements, though all documents must be submitted in PDF format for software compatibility. The City is conducting a concurrent Citywide Fleet Audit and EV Infrastructure Study that will provide baseline information for vehicle electrification recommendations within the Energy Master Plan scope.

A. Due to security concerns, this informaon will be provided to the selected consultant aer the contract has been awarded.
2. Can LBUD provide details of energy projects already implemented?
A: Due to security concerns, this information will be provided to the selected consultant after the contract has been awarded.

A: Please refer to Secon 1.2 in the Energy Master Plan RFP.
4. Any thinking already done on what the mission critical parts of water and sewer systems currently are?
A: LBUD’s Connuity of Operaons Plan for water and sewer operaons does idenfy crical infrastructure, however it doesn’t go into detail about energy needs. 5. Is the water reclamation site in scope?
A: No.
6. Is all electricity provided by SCE?
A: Yes.
7. What is defining the 18-month schedule, and would you be open to a shorter schedule?
A: LBUD would like the Energy Master Plan to be completed in no longer than 18 months, but a shorter schedule is preferable.

A: Please refer to Secon 4.O. for Fee Schedule details. In addion, a sample fee schedule is atached to this Addendum.

11. Are there any XBE (MBE/WBE/SBE, etc.) requirements for this proposal?
A: No.
12. Does LBUD have a preferred format for the project schedule - P6 Primavera or MS Project or Excel?
A: LBUD does not have a preferred format, but documents should be sent in .pdf file format to ensure compability with LBUD soware.
13. Is there a full hydraulic model of LBUD’s water and sewer systems and will we have access to it?
A: Yes, the selected Consultant will have access to hydraulic models of the water and sewer systems aer the contract has been awarded.
14. Should zero emission vehicle infrastructure be considered as part of the project or is this being handled by the City? If it should be considered, are there expectations on what level of detail is needed? How large is your fleet?
A: Please refer to Section 1.2. for a list of studies and plans that the selected Consultant will have access to. The City is conducting a Citywide Fleet Audit and EV Infrastructure Study that will provide recommendations for converting LBUD’s water and sewer operations fleet to EV along with corresponding infrastructure needs. The selected Consultant should use this as baseline information but can propose alternate or complimentary strategies as is appropriate.
