About this opportunity
Rome City Schools in Georgia is issuing a Request for Qualifications (RFQ) for an Energy Management Project to procure services from a Guaranteed Energy Savings Performance Contract (GESPC) Energy Services Company (ESCO). The selected ESCO will be responsible for conducting an investment-grade audit, designing and implementing energy conservation measures across multiple school facilities, engineering solutions, managing installation, providing maintenance services, and offering financing options. Respondents must demonstrate substantial qualifications and experience, including a minimum of five references from prior Guaranteed Energy Savings Programs with documented project costs and contact information, with preference given to ESCOs with multiple-phase project experience. Required submission materials include company background and history, project development processes, comprehensive product and service offerings, detailed project management approach with organizational charts and team resumes, maintenance and warranty procedures, two recent audited financial statements, certificates of insurance with specified limits, and bonding capacity letters. Responses are limited to twenty-five pages, single-sided, with 10-point minimum font, and must be submitted in three paper copies and one electronic copy to Chris Wade, Chief Maintenance and Facilities Officer. The RFQ was posted on March 10, 2026, with responses due by April 13, 2026, at 1:00 PM. The procurement schedule includes submission review from April 14-17, 2026, formal ESCO selection on May 12, 2026, and execution of a Letter of Intent on May 13, 2026.
The RFQ does not specify any set-aside designations or restrictions on the types of organizations that can respond, nor does it identify disadvantaged enterprise requirements or incumbent vendors. Applicants must disclose all performance guarantee shortfalls resulting in lawsuits and any local, state, or federal litigation involving corruption or bribery as part of the qualification process. Rome City Schools reserves the right to reject any or all responses, waive minor informalities that do not prejudice other respondents or compromise competitive integrity, and request clarification on submissions. Responses received after the April 13 deadline will be disqualified. The RFQ does not specify an award value or budget range for this energy management procurement opportunity.
