About this opportunity
The Town of Manchester, Connecticut is soliciting bids for an ENDIMAL Odor Control service contract for its Wastewater Treatment Plant, specifically targeting the removal and control of sulfides, mercaptans, thiols, and malodors in the biosolids handling process. The procurement is for ENDIMAL SH Odor Control Formulation or an approved equivalent, to be delivered in 275-gallon totes at 2,750 lbs per shipment. Bidders must provide comprehensive product documentation, including data bulletins and Material Safety Data Sheets, and demonstrate product effectiveness through performance studies at wastewater dewatering facilities. The bid (#23/24-13) was released on September 1, 2023, with questions due by September 7, 2023, and bid responses required by September 12, 2023, at 11:00 am via an electronic submission portal. The initial contract term is from December 1, 2023, to November 30, 2024, with potential annual extensions for up to four additional one-year periods. Technical requirements include a liquid mixed oxidant formulation capable of performing across broad temperature and pH ranges, with bidders required to have technical support representatives within a 50-mile radius who can respond to emergency calls within 24 hours.
The procurement includes a Living Wage Certification requirement, with specific exemptions for charitable foundations/nonprofits with 501(c) tax-exempt status, employers with fewer than 25 eligible employees, and contracts under $25,000 annually. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the bidding process requires careful compliance with local labor standards. The town reserves the right to reject any bid and will evaluate submissions based on product effectiveness, technical capabilities, and pricing (calculated on a per-pound unit cost). The contract allows for limited price adjustments related to material cost increases. While no incumbent vendor is specified, the bid suggests the town is seeking a reliable, long-term partner for odor control services at its wastewater treatment facility. Although a specific budget range is not provided, the requirement for 2,750 lbs per shipment indicates a substantial ongoing procurement commitment. Potential vendors must demonstrate technical proficiency, responsiveness, and the ability to meet the town's specific odor control requirements.
