About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet is requesting bids for four enclosed trailers for incident response on behalf of the Kentucky Department of Military Affairs under RFB 758 2700000083, with bids due September 10, 2026 and written questions due August 31, 2026. Reciprocal preferences for Kentucky resident bidders and qualified bidder preferences apply: Kentucky Correctional Industries receives a 20% preference, and Kentucky Industries for the Blind and qualified nonprofits receive a 15% preference.
The scope comprises three new tandem-axle, bumper-pull enclosed cargo trailers with a minimum 16-foot floor length, 7-foot width, and 7-foot interior height, and one additional new enclosed cargo trailer measuring a minimum 6 feet wide by 12 feet long. All units must be 2026 model year or newer and include comprehensive specifications covering structural, electrical, lighting, brake, and door systems, along with delivery of all documentation. Shipping costs must be included in pricing (F.O.B. Destination Freight Prepaid and Allowed) and exclude federal excise tax and Kentucky sales or use tax. Delivery time must be stated in specific working days; late delivery incurs 1% daily deductions.
This is a one-time purchase with no renewal options. Award will be made on best value using a ranking approach: price weighted at 90 points, delivery at 10 points, and warranty as a pass/fail requirement. The lowest-priced bidder receives the maximum 90 points; other bidders are scored proportionally. Electronic submission through the Commonwealth eProcurement system is mandatory, with bidders required to be registered in the Vendor Self Service System. All bids must include all four line items to be considered responsive. A bid reading will be conducted on the closing date at 3:30 p.m. ET via conference line. Bidders must submit required affidavits, tax registration forms, and certificates of authority prior to award. Contact Stephanie Durr at 502-564-6521 with inquiries. Equipment delivery is directed to the DMA facility at 100 Minuteman Parkway, Building 110, Frankfort, Kentucky 40601.
