About this opportunity
Seminole County is seeking emergency temporary staffing services through a competitive procurement process for medical and emergency operations personnel. The solicitation covers a comprehensive range of professional roles including medical staff (Licensed Practical Nurses, Registered Nurses, Medical Health Clinicians, Phlebotomists, Certified Nursing Assistants) and emergency operations personnel (Case Managers, Shelter Managers, Shelter Workers, Social Workers, Logistics Support Staff). The contract, managed by Seminole County's Office of Emergency Management (OEM), will have an initial three-year term with options for two successive one-year renewals. Bidders must provide hourly rates for each role, including a potential mobilization fee, and demonstrate the ability to mobilize staff within 16 hours of a request. The evaluation process will use a point-based scoring system across four criteria: Project Understanding (25 points), Project Approach (25 points), Qualifications of the Firm and Previous Experience (25 points), and Pricing Proposal (25 points). Proposals are due by September 25, 2024 at 2:00 pm, with questions accepted until September 18, 2024. The county will assess proposals as Highly Acceptable, Acceptable, Marginal, or Unsatisfactory, selecting the proposal presenting the best overall value.
The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Contractors must comply with comprehensive federal requirements, including using the E-Verify system, adhering to HIPAA regulations, and meeting FEMA contract provisions. While no specific budget range is detailed, the contract structure allows for flexible engagement without guaranteed work volume. Contractors must provide comprehensive insurance coverage, including professional liability and workers' compensation, and ensure all personnel have at least one year of documented experience in their specified job classification. Background screening and proper credentialing are mandatory, with medical staff subject to additional governance by the Florida Department of Health - Seminole County during incident site operations. The contract is designed to support emergency response capabilities, potentially covering scenarios ranging from general population shelters to disaster activation events, including situations with tropical storm force winds. Submissions will be accepted through OpenGov or email, providing multiple avenues for potential vendors to participate in this critical emergency staffing opportunity.
