Evaluation is weighted as follows: experience with similar projects (40 points), qualifications and experience of the proposed project team (30 points), cost of proposal (15 points), and project narrative and proposed implementation schedule (15 points). The City reserves the right to conduct interviews.

Required insurance includes Commercial General Liability of at least $1,000,000 per occurrence, Automobile Liability of $1,000,000 combined single limit, Professional Liability of $1,000,000 per occurrence with $3,000,000 aggregate, Workers' Compensation at statutory Oklahoma levels, and Inland Marine Coverage of $500,000 per occurrence. Proposals must include the project narrative (five pages maximum), implementation schedule (two pages maximum), personnel qualifications (three pages maximum), past performance and conflict-of-interest disclosure (two pages maximum), resumes (two pages per staff member maximum), and budget with not-to-exceed cost.
