About this opportunity

The City of Detroit is soliciting bids for emergency make-safe porch removal at 1260 Canton under an RFQ with a proposal due date of September 15, 2026 — an expedited emergency procurement timeline. Site visits are mandatory prior to bid submission, and each bid must include a date-stamped photograph distinct from property documentation already provided by the City.

The scope is removal and disposal of a collapsed front porch and associated debris from a vacant, storm-damaged 2-story, 2-family framed dwelling. The work includes removal of bricks from porch columns and steps that have fallen onto the front of the dwelling and near the adjacent sidewalk right-of-way, creating an immediate public safety hazard. Contractors must assign a 24/7 Project Manager and ensure all personnel hold required licenses, certifications, and OSHA Lead Awareness Training and asbestos awareness credentials. Work is performed Monday through Friday, 7:30 a.m. to 5:30 p.m., with operations restricted to sunrise and sunset hours when those times fall within allowable work windows. The contractor bears all costs for equipment, materials, permits, safety barriers, debris removal and disposal at licensed Type II landfills, sidewalk replacement, site restoration, and seeding. The contractor is liable for all damage resulting from improper execution and must correct deficiencies at its own expense. No work may commence without an executed Agreement and Notice to Proceed from the City.

Compensation is based on City-approved unit rates for Demolition (administration, supervision, labor, equipment, regulated and non-regulated material trucking, asbestos-containing and construction/demolition debris disposal) and Backfill, Grade, and Site Finalization services. The City reserves the right to withhold payment in part or whole until work is completed to its satisfaction or to withhold amounts equivalent to corrective costs. Bid submission requires a Certificate of Authority, Federal Employer ID number, total employee count, and documentation of employees residing in Detroit. Assignment of the resulting Purchase Order or Contract requires prior written approval from the Chief Procurement Officer, Chief Financial Officer, and potentially City Council.
