About this opportunity

The City of Detroit Office of Contracting and Procurement is requesting quotes for emergency residential demolition at 5091 Pacific under an RFQ with quotes due September 10, 2026 — the same day as posting. Only pre-qualified vendors through the City of Detroit Non-Proposal Demolition Program are eligible for award.

Demolition must be completed within three calendar days of Notice to Proceed, with backfill and grading within fourteen calendar days of Open Hole Approval and final grade inspection or winter grade approval thereafter. Work includes structural demolition, debris and asbestos-containing material removal and disposal, site backfilling, grading, and final restoration. Backfill materials must comply with Michigan Part 201 Residential Cleanup Criteria. Field supervisors must hold OSHA Lead Awareness Training; at least one operator or laborer per site must hold asbestos awareness training or certification. The contractor bears all equipment, material, labor, and damage-correction costs; the City covers permits. Contractors are responsible for replacing any damaged sidewalk flags at their own expense.

Respondents must submit quotes in .XLSX format, completed Professional Rate Schedules, and other required documentation via the City of Detroit Oracle Supplier Portal. A mandatory site inspection with date-stamped photograph is required before submission. The rate schedule requires single mean unit-rate values (not ranges or qualified notes) for demolition administration, supervision, labor, equipment, regulated and non-regulated trucking, asbestos-containing and construction/demolition debris disposal, air monitoring, and backfill/grade/finalization services. Blank fields, ranges, notes, or alternate unit types render submissions incomplete or non-responsive. The City may request rate clarification within twenty-four hours; completion of the rate schedule does not constitute rate acceptance.

Questions are due two hours before the deadline through the Oracle Supplier Portal. The City reserves the right to award all line items to one vendor or to split awards among multiple vendors based on lowest responsive and responsible bid price with local-vendor preference consideration. Successful vendors have five business days to provide 100% performance and payment bonds and certificates of insurance naming the City and Detroit Land Bank Authority as additional insureds. Quotes remain binding for 120 calendar days. Payment follows the City of Detroit Prompt Payment Ordinance at Net 30 terms.
