About this file
This is an RFP note document prepared by a Michigan jurisdiction regarding an emergency residential demolition project at 5091 Pacific. The document provides guidance for contractors submitting bids on the emergency demolition services required for this residential property. The project encompasses the complete demolition of the structure located at the specified address, with contractors expected to manage all aspects of the demolition work including debris removal and site clearance. The RFP note includes specific requirements and procedures that bidders must follow when preparing and submitting their proposals, establishing clear parameters for how contractors should approach both the demolition work itself and their bid submissions.
The document emphasizes the emergency nature of the project, which likely indicates an accelerated timeline for both bid submission and project completion. The RFP note specifies particular format requirements and documentation that must accompany bids, ensuring consistency in how proposals are evaluated. Contractors are expected to demonstrate qualifications and experience in residential demolition work, with all submissions subject to the specified terms and conditions outlined in the RFP documentation. The emphasis on emergency procedures suggests that standard bid timelines may be compressed, requiring expedited response from interested parties to meet the jurisdiction's urgent project needs.

Backfill:
· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.
DWSD Lead Service Line Removal
· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:
1. Verify the existing water service line material; and
2. Remove any lead service lines, if present.
· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.
· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.
· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.
· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.
Discipline:
· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.
· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
