About this opportunity

The City of Detroit Office of Contracting & Procurement is requesting quotes for emergency residential demolition at 2303 Ford Street in Detroit, Michigan, with proposals due August 13, 2026 at 10:00 AM EST and questions due by 9:00 AM EST on the same date. This is an emergency procurement; pre-qualified demolition contractor status is mandatory.

The property is a 2.5-story vacant multi-unit apartment building with a collapsed rear wall, partially collapsed roof and interior, damaged bearing and supporting framing members, and unstable brick walls posing imminent collapse risks to adjacent occupied dwellings. The scope encompasses pre-demolition due diligence, structure removal, comprehensive debris management and disposal to licensed Type II landfills, backfill and grading operations, and site finalization including seeding and site restoration. Contractors must assign a qualified project manager, ensure all personnel hold OSHA Lead Awareness Training and asbestos awareness certifications, and comply with all federal, state, and local regulations. Work must commence within one calendar day of Notice to Proceed for demarcation and signage, advance to structure demolition within three calendar days, and complete backfill and grading inspections within fourteen calendar days of open hole approval. The City reserves the right to adjust prices based on documentation review and to withhold payments pending completion.

Backfill material must be sourced from Category 2 sources approved on the City of Detroit Backfill platform. Contractors assume full responsibility for safety barriers, utility disconnection verification, dust control and wetting protocols, and protection of adjacent properties. The Detroit Water and Sewerage Department will conduct lead service line inspection and removal, pausing performance for up to five business days upon notification. Contractors are not responsible for permit costs but must pay the $134.00 hydrant re-inspection fee if a hydrant fails inspection. Pricing must be submitted as mean per-unit rates in Excel format with no ranges, alternate unit types, or blank fields permitted. Contractors must visit the site, submit dated photographs combined into a single PDF, complete Combined Certificates of Authority, pass income tax and accounts receivable clearance, and submit all required CRIO-related certificates and signed signature pages with authorized agent verification.
