About this file

This is a Request for Proposal (RFP) note for emergency residential demolition prepared by the City of Detroit, Construction & Demolition Department (CDD) in coordination with the Building, Safety Engineering and Environmental Department (BSEED) and Detroit Water and Sewerage Department (DWSD). The project involves emergency demolition of a 2.5-story, multi-unit apartment brick building located at 2303 Ford Street in Detroit, Michigan. The structure is vacant, structurally compromised with a collapsed rear wall, partially collapsed roof and interior, damaged bearing and supporting framing members, and unstable brick walls that pose imminent collapse risks to adjacent occupied dwellings. The property requires emergency-level demolition due to public safety hazards, with emergency timelines that must be met regardless of frost law restrictions. The project scope includes backfill operations and coordination with DWSD for lead service line inspection and removal, which will pause the project performance timeline for up to five business days upon BSEED's Open Hole Approval notification.

Awarded vendors must use backfill material from Category 2 sources approved on the City of Detroit Backfill platform and will be subject to the CDD Abatement and Demolition Contractor Discipline Policy effective May 12, 2025. The RFP note indicates that DWSD lead service line removal requirements became effective August 1, 2026, as a standard component of all planned and emergency residential and commercial demolition projects. Contractor performance tracking will be documented in Salesforce to ensure accurate record-keeping of project hold dates and release dates, maintaining compliance with contractual timelines and vendor accountability.

DWSD Lead Service Line Removal

· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:

1. Verify the existing water service line material; and

2. Remove any lead service lines, if present.

· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.

· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.

· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.

· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.

Discipline:

· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.

· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
